The British Parking Association has warned drivers not to ignore a parking charge notice (PCN) just because they perceive it to be unfair, otherwise they could risk further fines. It advises motorists to appeal to the issuing operator in the first instance and then to the free independent appeals service when this is made available to them.
The BPA said it is essential that motorists engage with the appeals process as it offers the opportunity to provide further evidence and avoid the escalation of charges.
Drivers are urged to always check the signage in private parking locations and adhere to the terms and conditions to avoid getting a PCN.
A recent estimate from the RAC Foundation found that around eight million parking charges were issued this year.
This enormous amount of parking tickets reflects increased car ownership and millions more parking activities taking place.
A recent report commissioned in February 2021 by a global provider of trusted industry research shows the average profit made by a parking company was down to 2.1 percent during the pandemic.
This is however expected to rise to 3.9 percent by 2025.
Andrew Pester, Chief Executive of the BPA, praised the measures taken but says more still needs to be done.
He said: “We welcome the Parking (Code of Practice) Act and measures to introduce a single code, standards setting body and an independent appeals service.

“However, for this package of measures to be sustainable, there needs to be a sufficient deterrent.
“Without effective parking management, places would become congested and inaccessible.”
The Parking Code of Practice Act contains guidance about the operation and management of private parking facilities.
Despite this, the BPA is calling on the Government to reconsider proposals to drastically lower the level of the deterrent to enable effective parking management.
